Welcome to the first edition of the Denver metro weekly rundown, built from official city planning records across all ten Denver-metro cities. Here's what's moving through planning and zoning.

Denver

The big story here is affordable housing. The city is advancing a Southwest Area rezoning that would let Denver Housing Authority and Habitat for Humanity add affordable units on their own properties across Westwood, Athmar Park, Ruby Hill, Overland, and College View — a city-sponsored move, not a single developer project, so no start date. Meanwhile, a mixed-use rezoning at 3418 W 14th Ave in West Colfax had its City Council hearing September 28; the outcome hasn't been confirmed yet.

Parker

Quiet week — the town's pipeline is dominated by the newly adopted Parker 2050 comprehensive plan, with no new residential communities in the official records this week.

Castle Rock

The one to watch is Chateau Valley, a 402-home community (254 single-family, 148 attached) proposed east of Memmen Park. The Planning Commission recommended approval 6–1 on August 13 despite opposition, but the Town Council continued the vote on September 1 with no final action. Developer of record: 113 M, LLC. Construction start: not stated.

Wheat Ridge

The former Lutheran Medical Center campus is the metro's most-watched redevelopment. Master developer E5X Management (e5xmanagement.com) has its concept plan approved, deconstruction of the old hospital buildings is nearly done, and site grading for roads and utilities is underway. The first residential pieces — Legacy Townhomes Filing 3, 140 units of townhomes and duplexes at 8300 W 38th Ave — are under review, with residential applications expected late 2026 into 2027. No vertical construction expected this year.

Broomfield

Two stories here. First, the cautionary one: Broomfield Town Square, the 39-acre mixed-use project north of W 120th Ave, let its site plan approval expire September 12 with no building permits pulled — Council has started the revocation process, with a show-cause vote set for October 13. Second, the active pipeline: Embrey's 362-unit apartment complex (72 income-aligned units) south of SH 128 and east of Indiana St is under formal review, with hearings to come. Developer: Embrey. Construction start: not stated.

Arvada

Hibernia Gold Strike Apartments, a mixed-use multifamily building at 4800 W 60th Ave from developer Hibernia Housing, cleared its Planning Commission hearing September 16 and heads to City Council on October 20 at 6:15 p.m. Also on the books: Cardel Homes' Allendale Redevelopment, 57 homes on the former Allendale Elementary site at 5900 Oak St, with its site plan under review.

Littleton

The city's September development highlights put two projects on the map: Starlight, a 73-unit affordable multifamily project from South Metro Housing Options at 439 W Littleton Blvd, has its site plan under review with fresh review activity in late September; and Gallery, a 180-unit age-restricted community at 5201 S Federal Blvd, has its conceptual master plan approved and is awaiting a site plan. Developers' construction timelines: not stated.

Westminster

Two approved projects to know. Prose Uplands — 276 market-rate apartments in 10 buildings from Alliance Residential Company at Federal Blvd and W 88th Ave — got its final council approval July 13. And Greystar's $60-million, 166-unit active-adult (55+) community on Block D-5 in Downtown Westminster (92nd Ave and Eaton St) had its development agreement approved the same day. Construction starts: not stated.

Lakewood

September was a busy hearing month. The Planning Commission heard Toll Brothers' Vivian Subdivision — 31 single-family lots on the old Vivian Elementary site at 10500 W 25th Ave — on September 23 (outcome pending). Also in the queue: Cedar Gardens, an 84-unit affordable multifamily project from the Housing Authority of the City of Lakewood at 6980 W Cedar Ave, currently with the applicant. And rezonings for about 42 townhomes at 7801 W Duquesne Ave and a multifamily project at 6655 W Yale Ave are moving toward council votes in October and November.

Aurora

The headline is Tributary, a master-planned community from developer Property Reserve bounded by I-70, 6th Ave, De Gaulle and Trussville — its master plan and all three zoning ordinances were approved in May and June. Also approved: Altura Farms, a 7-lot single-family extension south of N Kittredge St and E 12th Ave (GCSA LLC), cleared P&Z on September 9. One to keep an eye on: the September 28 council agenda carried a ground lease between the city and Mercy Housing Mountain Plains for an affordable housing project — the vote outcome wasn't confirmed yet.
